Is this the best product to use before luminescent paint?

Answer from Rawlins’ Technical Team:

Assuming the luminous paint you are looking to use is the Coo-Var system, the substrate is question is metal, it is clean, dry, sound and prepared as detailed in the technical data sheet we can recommend the following system.

Coo-Var All Metals Primer followed by Coo-Var Luminous Paint Foundation Base, Coo-var Luminous Paint then Coo-Var Luminous Paint Clear Protective Coat.

This is available in translucent pale green.
