Assuming the UPVC is aged, clean, dry and sound we would recommend applying Zinnser Allcoat Exterior Waterbased.

This can be applied directly with no primer required and mixed to many RAL or BS colours in a matt, satin or gloss finish.

Zinsser Bulls Eye 1-2-3 can be applied to UPVC but compatability with other manufacturers topcoats is untested.
