Hi We want to paint cellar walls white. One wall has effervescence and salt flaking. What is the best paint to use to prevent this happening please?

Assuming the walls are bare, clean, dry, saound and prepared as detailed in the Technical data sheet, we can recommend Zinsser Watertite.
