Assuming it is a cement based render it is bare clean, dry, sound and prepared as detailed in the technical data sheet we can recommend Wethertex ST1 Quick Dry Stabilising Primer followed by Wethertex AP77 Flexible Smooth Masonry Paint.

This is available in many RAL and BS colours in a matt finish.
