Rust-Oleum Universal All Surface Paint should go over a well cured varnish surface no problem without sanding as long as there is no wax or spray polish on the surface. Wiping the surface down with Methylated Spirits would be good preparation. If the varnish is recently applied i.e. less than a month, then a test area should be done first.
