We're assuming you mean old felt here, however our waterproof roof coatings suitable for felt need the roof to be in a sound condition prior to application. If the roof is not safe to be stood on then you presumably would not be able to gain access to carry out the necessary preparation/application of a product and the roof coating would not provide any structural integrity to the roof. Additionally a roof in this state would seemingly need to be replaced rather than overcoated.
