Assuming the item to be painted is bare steel we would recommend Rust-Oleum 3369/3380 CombiPrimer Anti-Corrosion.

If the item to be painted is aluminium, stainless or galvanised steel we would recommend Rust-Oleum 3202 Galvinoleum Primer.
