Rust should always be prepared prior to painting but something like Rust-Oleum CombiColor Original would allow you to not need to use a separate primer. You could simply prepare the metal by cleaning, and removing all loose and flaking existing coatings, rust, etc. and then apply 2-3 coats of Rust-Oleum CombiColor Original in the colour and finish of your choice.
