Is Zinsser allcoat exterior suitable for kitchen cabinets? If so which is best - solvent or water based?

Zinsser AllCoat Exterior (Water Based) could be used for painting kitchen cabinets. 

Assuming they are a clean, dry, sound and bare laminate, they should be primed first with Zinsser Bulls Eye 1-2-3.
