What paint would you recommend for cellar walls (brick, no visible water ingress, C1900 build) that look like they have been treated previously with some sort of whitewash?
Assuming the walls are bare, clean, dry, sound and prepared as detailed in the technical data sheet, you could consider if no issues with dampness are present, Zinsser Perma-White Interior .
If the surface is damp then you could consider Zinsser Watertite.
