Offers exceptional adhesion to glossy surfaces without the need for sanding. Formulated with advanced stain-blocking technology to provide excellent coverage and durability. Ideal for use on a wide range of surfaces, it can be applied to interior and exterior walls, ceilings, doors, trim, fascia, soffits, foundations, and railings. It is particularly effective on wood, plaster, concrete, gloss enamels, hardboard, glass, and tile. The primer seals porous surfaces and traps most stains, including water, graffiti, grease, rust, tannin, creosote, smoke damage, and asphalt stains.
Recommended Uses
- Interior: New and previously painted drywall, plaster/cement based coatings, wood (pine, fir, cedar, redwood, plywood), non-ferrous metal (aluminum, copper, stainless steel, galvanized metal), vinyl, PVC, fibreglass, masonry (stucco, concrete block, poured concrete, brick).
- Exterior: New or previously painted wood (pine, fir, cedar, redwood, cladding, plywood, pressure treated wood), hardboard, asbestos shingles, glass, non-ferrous metal (aluminum, copper, stainless steel, galvanized metal), PVC, some rigid plastics, aluminium and vinyl panelling, fibreglass, and masonry (stucco, concrete block, poured concrete, brick).
Surface Preparation and Application
Surfaces should be clean, dry, sound, and free of any contamination, mildew, rust, or unsound coatings that may interfere with adhesion. If unsure, always wash the surface with a household bleach and water solution or methylated spirit. For new plaster which is polished or dusty, seal with Zinsser Gardz. Remove any unsoundly adhered coatings and sand any remaining paint film edges smooth with the surface. Lightly sand exposed exterior wood with 80 to 100 grit sandpaper to remove loose or weathered wood fibres.
Application methods include brush, roller, or spray (use a 0.017” tip at 2000 – 2500 PSI). If thinning is required, add no more than 5% clean water. Note that thinning the primer may affect its stain-blocking properties.
Limitations
- Not recommended for application to floors or decks.
- Do not use on surfaces subject to immersion or prolonged contact with water.
- Not suitable for use on steel or other ferrous metals as flash rusting may occur.

Questions
Question about the product
Alex on 2024-03-10 13:25:47 | Question:
Hi can this be used in rubber. Eg old car tyres? |
Answer from Rawlins’ Technical Team:
Assuming the tyres are not used on a vehicle, they are being painted for decorative purposes you could consider Zinsser Bulls Eye 1-2-3
Al on 2024-02-04 14:59:37 | Question:
Hi there, would this be suitable for priming the rough brickwork inside a recently re-opened fireplace which now has a wood burner in it? The walls get pretty hot - they are around 25 cm from the surface of the stove. I'd need some suitable black paint to go over this as well. Can you advise? Thanks, Al |
Answer from Rawlins’ Technical Team:
No, this product wouldn't be suitable for this application because of the heat causing it to fail when applied. If a White or Pastel shade colour would be suitable, Tikkurila Muuri could be an alternative suggestion. This product is resistant to dry heat up to 300℃ (white, untinted only) or 180℃ (tinted colours).
Katie on 2023-08-17 22:03:06 | Question:
Can I paint over this with Matt emulsion? Kind regards |
Answer from Rawlins’ Technical Team:
The product can be over painted with paints such as Zinsser Perma-White Interior. This can be mixed to many RAL, NCS or BS Colours in a matt or satin finish. We would recommend to test on a small area prior to full application for compatibility and adhesion when overcoating with other paints.
Stephen |Fry on 2023-06-07 07:57:10 | Question:
Can I use thie 123 plus on bare metal for external gates instead of red oxide paint |
Answer from Rawlins’ Technical Team:
If the gates are a non-ferrous metal this could be used. Assuming the external gates are bare steel we would recommend to use a primer such as Rust-Oleum 3369/3380 CombiPrimer Anti-Corrosion
Bob on 2022-10-01 06:24:33 | Question:
Good morning, are your Bulls Eye -1-2-3 and Bulls Eye 1-2-3 Plus products able to be applied by the spraying method. Thank you. |
Answer from Rawlins’ Technical Team:
Zinsser Bulls Eye 1-2-3 can be applied by brush, roller or pad. Zinsser Bulls Eye 1-2-3 Plus can be applied by brush, roller or airless spray.
nina on 2022-09-12 20:49:32 | Question:
I am looking for the correct paint to use over damp areas on some of the lower areas of the interior walls inside a victorian terraced house. Some of the areas are discoloured. Some of them are currently damp to the touch but have historically been injected at the base so I am not sure if this is just no longer working or whether it is due to condensation and ventilation, certainly it doesn't have any smell of damp. The walls are brick in places and plastered in others. I also want to paint the outside window frames. Please can you confirm which products you recommend. |
Answer from Rawlins’ Technical Team:
Thank you for the enquiry, please can you send more information and pictures of the areas to be painted to [email protected] then we can assist with a recommendation.
Paula Clark on 2022-08-17 17:39:56 | Question:
I would like to paint the wet walls around my bath to enable me to use an over the bath shower tap. Can I use Zinsser 123 Plus as an undercoat and then use a paint formulated for bathroom use on top? |
Answer from Rawlins’ Technical Team:
While this can be applied in bathrooms, this shouldn’t be used in area where there is prolonged contact with, or immersion in water. If this is being applied around a bath but in a shower area this would not be suitable.
Malcolm on 2022-08-05 12:57:50 | Question:
Would this paint be suitable to paint a wooden window near a shower? |
Answer from Rawlins’ Technical Team:
Unfortunately no, this is a primer only. Assuming the timber window frame is not exposed to direct water contact, it is clean, dry, sound and prepared as detailed in the technical data sheet we can recommend Zinsser Perma-White Interior. This can be mixed to many RAL, NCS or BS colours in a matt or satin finish. If there are any areas of bare timber, these should be primed first with Zinsser Cover Stain.
alison on 2022-04-21 09:35:03 | Question:
Hi, I have not used primer before so sorry if these are daft questions. Would this be suitable for newly plastered walls before painting? I was hoping to also us it on skirting/doors. Does it matter what type of paint you put on top? Thanks |
Answer from Rawlins’ Technical Team:
Zinsser Drywall Pro 2 in 1 would be our suggestion from the Zinsser range of products for new plaster. Zinsser Bulls Eye 1-2-3 Plus would be suitable to prime previously painted skirting boards and doors however prior to overpainting with any proprietary decorative topcoat of your choice.
julian on 2019-04-20 15:05:05 | Question:
I want to paInt a Metal clad fed fire door with. Anti graffiti paint Do I need primer:undercoat and if so which one And which of your range should I choose to deter graffiti artists? |
Answer from Rawlins’ Technical Team:
Assuming the metal is bare, we would recommend painting with something like Rust-Oleum CombiColor to achieve the desired colour/appearance and then finishing with Hydron Nu-Guard AG Clear. We have assumed graffiti protection is the requirement here as these products offer no fire resistance properties. If fire protection needs to be taken into account, please contact our Technical Team on 0113 2455450 (option 2) or email [email protected]
Ben Cross on 2019-03-11 15:41:56 | Question:
I am looking to paint external UPVC windows and cladding. I have read your article regarding UPVC prep on the website but still unsure of a couple of things; this is only a primer, meaning that any exterior paint would work with this, is that correct? Is this product also suitable for spraying? |
Answer from Rawlins’ Technical Team:
Zinsser Bulls Eye 1-2-3 Plus can be applied by brush, roller or spray and then overcoated with a suitable topcoat of your choice.
Anna on 2018-12-23 14:20:15 | Question:
Planning to use pvc bathroom cladding which I would like to paint a different colour from the white/off white they tend to come in to match with other colours in the bathroom. Will this work to prepare the cladding before I paint it using satinwood afterwards? |
Answer from Rawlins’ Technical Team:
For this application we would suggest the standard Zinsser Bulls Eye 1-2-3. As the PVC is new and will have a shiny finish the sheets should be abraded lightly with a fine grade of sandpaper then given a wipe over with a damp cloth. 1 coat of Bulls Eye would be sufficient. We would also suggest Zinsser Perma-White Interior as the finish coat in the colour of your choice. This will give a good durable finish in a bathroom situation provided the panels are not within the shower enclosure.
Eamonn lee on 2018-11-07 11:22:16 | Question:
I have a job after an electrical fire causing smoke damage to paint work! It has been professional cleaned, my question is can I use zinssers bulls eye 123 to seal and block the smoke staining on the walls? It is a very small area with no ventilation and don't really want to use BIN primer |
Answer from Rawlins’ Technical Team:
Zinsser Bulls Eye 1-2-3 Plus seals porous surfaces and traps most stains in the primer film – water, graffiti, grease, rust, cedar & redwood tannin, creosote, smoke damage and asphalt stains. Allow two hours dry time when using as a stain blocker. Some stains may require a second coat. Not suitable for use on steel or other ferrous metals as flash rusting may occur.
Sue on 2018-11-02 13:15:43 | Question:
I want to paint the newly plastered ceiling of a low alcove that has my cooker-hobs partly underneath it, so the area will be prone to steam and condensation+++ Will this product be suitable? |
Answer from Rawlins’ Technical Team:
Zinsser Bulls Eye 1-2-3 Plus can be used as a primer in this location however it will need a suitable top coat such as Zinsser Perma-White Interior to finish the job off. Zinsser Bulls Eye 1-2-3 Plus cannot be left as a finish paint. Zinsser Perma-White Interior is suitable for areas subject to condensation and steam.
Lucy Wynne on 2018-07-26 18:31:00 | Question:
Can this be used to paint over bitumen paint on an exterior wall? |
Answer from Rawlins’ Technical Team:
Yes Zinsser Bulls Eye 1-2-3 Plus can be used to prime bitumen. The surface should be washed down first, if the bitumen is old and weathered the Bulls Eye will take to it well, if it is new and still shiny the primer may not take to it as easily, in this case it may be advisable to carry out a test area first.
Hilary on 2017-02-20 11:42:35 | Question:
I am very hesitant to paint the interior of my uPVC kitchen door, which is presently mahogany coloured. I am dithering about it because it will cost a lot to replace if I get it wrong! So is this the best way to proceed: Universal degreaser, then Zinsser Bulls Eye1-2-3 Plus, then top coat of my choice? Do I need to sand down at any stage- opinion seems to be sharply divided on some forums. Many thanks. |
Carolynn on 2016-11-17 21:03:20 | Question:
I need to paint a damp-prone wall that was smoke damaged. The landlord has not addressed the damp but if I seal the inside with this product in order to cover the smoke damage, will it cause problems to the wall (which is an external wall)? The wall is in a hair salon so will be fairly high humidity Thanks |
Answer from Rawlins’ Technical Team:
If the dampness is due to external issues or rising damp Zinsser Watertite would be the recommended product to use but the plaster would need to be taken off back to bare brick then the paint applied before being re-plastered and decorated. As a short term solution if the above isn't an option you could try Blackfriar Interior Seal Damp. Apply 2 coats to seal the damp, then apply Zinsser Cover Stain followed by 2 coats of Zinsser Perma-White Interior. However, we would not be able to say how long this system would last. If the dampness is mainly due to the humidity from the salon itself, provided the walls are dry at the time of painting, seal the walls with 1 coat of Zinsser Cover Stain followed by 2 coats of Zinsser Perma-White Interior in the colour and finish of your choice. The Coverstain will seal the smoke damage and the Perma-White will stop moisture getting into the walls and causing problems in the future.
